Plot:
Introduction: The Angels, a group of immortal beings have saved a handful of people from a worldwide fire, with the people promising that they would follow the Angel’s word to the letter. However, Jeremy Meade, a man who has been has been chosen by the Angels to be Mayor, meets with an angel secretly and gets a vial of Angel blood which will give a person some of the powers of an Angel, keeping them safe from the fire.
Part I - Whest: Nica Meade, the lone daughter of David Meade, is dropped off at the University of Whest. Her father hands her the vial of Angel blood, telling her to drink it in case of emergency. Meanwhile, a boy named Phoenix, a Phantom spy, breaks into the Mayor’s palace one day. He sees Tiago telling David Meade that the city of Whest has forgotten who saved them- nearly all Whesters believe Angels are a myth. David Meade bargains with the Angel King, saying that he will wipe out the Phantoms if the Angels spare Whest. Tiago agrees and gives the mayor 60 days. Phoenix quickly tells Alina, the captain of the Phantoms. Meanwhile, Nica has been doing poorly at the university, and is told the only way she will graduate is if she participates in a military operation. Nica pleads with her father to get her out of it, but he tells her to drink the blood in the vial instead, thinking that if Whest has an Angel on their side they will be unstoppable. However, Nica does not change when she drinks that vial, and the mayor, angry, insists she must fight. At the Phantom camp, the Phantoms are preparing, but still feel they will lose the battle. Alina orders that the Phantoms kidnap as many Whesters as possible- this is the Phantoms’ main mission, they know that the less people in Whest the less people that will eventually be killed. In Whest, soldiers are ordered the bring back as many Hound-tooth necklaces as possible, since all Phantoms wear them. If a soldier brings back 5, they are relieved of duty. Nica makes a plan to steal the necklaces at the dead of night, so she will never have to go into action. She takes her Hound, Torvo, with her. However, in the middle of collecting the necklaces, the Angel blood takes effect. She is gripped with pain and screams, waking up all the Phantoms. They capture her and use her as ransom, telling David Meade the only way he will get her back is if her surrenders.
Part II - The Shadows: Nica has been unconscious for weeks, so Torvo travels around, speaking with the Phantoms’ wild hounds. He learns about the Phantoms and begins to express doubt in the Angels’ beliefs and the Fire. Meanwhile, David Meade is growing desperate, as half his time is up. He launches a full scale attack on the Phantoms. In anger, a Phantom tries to kill Nica, but nothing hurts her. When soldiers see that the Phantoms’ ransom is useless, they attack the Phantoms more boldly. Phoenix, Alina, Torvo, and a handful of other Phantoms escape, while the others are killed. Tiago walks through the campgrounds of the Phantoms and sees none there. He agrees to hold off the Fire. Meanwhile, Torvo explains exactly how the Fire will happen to the Phantoms. While the Phantoms believed it would kill only the ‘guilty’ of Whest, Torvo explains that the Angels’ standards are so high that all life will be killed. He says he, and the other Hounds, were created hunt down any escapers, meaning that many of the Whesters that the Phantoms kidnapped would not be safe- including Phoenix, who was born a Whester. However, Torvo believes that there could be a way to save Whest, since there is word of other Angellike-beings are rumored to exist farther South. Suddenly, Nica, who Phoenix made sure to rescue, wakes up. When she turns around, the Phantoms see bulges in the back of her shirt. Phoenix cuts the back of her shirt open, and they see that she now has wingbones.

Characters
Nica Meade: The daughter of the Mayor of Whest, a university student and niece of the Governor of Whest. She is spoiled, sarcastic, clever, and bored with her life in Whest.
David Meade: The Mayor of Whest.
Phoenix: A Whester adopted by Phantoms at childhood, a spy. Clever, sardonic, and happy-go-lucky.
Alina: The leader of the Phantoms. Stoic, smart, and analytical. She is deeply religious, even though she has no idea what religion is.
Torvo: Nica’s pet hound. Disagrees with the Angels on the issue of the Fire, and is very attached to Nica.
Tiago: The king of the Angels.
Groups
Whesters: Inhabitants of Whest. Generally taciturn, detached, stony. Child and adolescents tend to be more wild, but generally become colder as they grow. The Whester politicians are generally corrupt.
Phantoms: A gang that lives in the Shadows, the wilderness that surrounds Whest. They often kidnap Whester children that wander outside of Whest. Their motives are unknown and they are feared by Whesters. Phantoms are said to be half-Angel, and can create fires without matches. They are hated by the Angels, and the Angels will do anything they can to wipe them out.
Hounds: Large dogs with the appearance of wolfhounds that are kept as pets in Whest. Meant to keep people in when the Fire comes. Sentient but generally emotionless.

The Angels are emotionless beings who consider pleasure a sin. Their skin is heavily tattooed and they have large wings with pure white feathers.
Setting
Whest: The only known city, set in an arctic area. The town is run by secretive politicians that wish to destroying the Phantoms, the gang that inhabits the Shadows. All the buildings in the city are made of concrete except for the Governor’s palace, which is ornate and made of brick. The city is very dark, there is one generator per apartment complex, though the palace has more light.
The Shadows: The wilderness that surrounds Whest. Few have gone into it and returned, as Phantoms surround the city. It is rumored that it is filled with ravenous creatures, and not even the Phantoms have gone past the inner shadows. Crooked paths run through the shadows, though no one knows where they lead.
Phantom camps: The various Phantom camps surrounding Whest. The farther the camp is from Whest, the more important the inhabitants tend to be. Camps are generally ramshackle and filled with weapons and necessities. They are rarely permanent. They use fires instead of generators.
